York County Justice & Public Safety Committee reviewed a draft EMS franchise ordinance aimed at creating county-issued franchises for all emergency transport providers, and received a staff update on fire department performance metrics and apparatus/identity concerns. Committee directed staff to refine the ordinance, develop policies and a quality-review committee, and to return recommendations to full council.
