Residents packed Mount Vernon City Council on Jan. 28 to oppose using opioid settlement funds for a proposed police K-9 unit and to press the council to end the city's contract with Flock security; council removed the K-9 item from tonight's agenda for further study and approved several routine contracts and an amended purchasing-authorization ordinance.
