A West Virginia legislative committee considered three bills: a performance-accountability measure for health agencies (Senate Bill 210 committee substitute), a proposal to require Bureau of Social Services/Child Protective Services (CPS) policy manuals be filed as legislative rules (Senate Bill 543), and a ‘report-and-hold’ bill to let banks delay suspected financial-exploitation transactions (Senate Bill 617). The committee approved the substitutes for SB210 and SB617 (SB617 sent to finance) and laid SB543 over until Monday for further work on liability concerns raised by BRIM and the Crouch v. Gillespie case.
