Chair Bob Ingram welcomed commissioners to the first meeting of 2026, asked attendees to silence phones, introduced commissioners by name (Bob Ingram, Barbara Mainas, David Tallman) and explained a different hearing format: he will read four public‑hearing items and then have the applicant present followed by staff detail. He announced four cases related to Palmer College.
The Davenport City Plan and Zoning Commission held a public hearing on Palmer College’s proposed campus master plan amendment, six-property rezoning to Institutional Campus (IC), and two right-of-way vacation petitions that would enable a new gateway, pedestrian corridor and a 346‑space parking facility; a nearby business objected to the Palmer Drive vacation over delivery and access concerns. Staff will return with formal recommendations at the Feb. 17 meeting.
