Senate Finance held a February 5 committee walkthrough of S.282 (a proposed ‘‘wealth proceeds’’ surtax on certain investment income) and a proposal to add a 2% meals-and-rooms surcharge to fund the School Construction Aid Special Fund (S.286). Presenters reviewed tax base, thresholds, revenue range estimates, and raised questions about apportionment, behavioral responses and interactions with existing Vermont tax exclusions.
