Elkhart Common Council heard a presentation and adopted a county-wide multi-hazard mitigation plan to preserve FEMA grant eligibility, referred multiple economic development and revenue-bond ordinances to the finance committee of the whole for further review, scheduled a special Feb. 26 meeting to consider second and third readings, and received public comments about library alcohol permits, local road conditions and recent shootings.
