City of San Rafael staff and consultants presented a feasibility study outlining three adaptation pathways—raised edges, a canal gate, and incremental elevation/redevelopment—to address rising tides and king-tide overtopping risks affecting thousands of residents; study estimated costs and trade-offs and asked the community for input.
