Consultant Cody Peterson (ASI Engineering) presented historical research and mapping asserting a 99-foot county right-of-way on West Harrisville Road, outlined deed and subdivision evidence and identified a handful of parcels that appear to deviate. Peterson said he and UDOT Region 1 staff interpret the record as supporting the 99-foot line; questions from council and residents raised the 1976 Federal Land Policy and Management Act and whether parts of the right-of-way effectively function as 80 feet. Harrisville City Council held a work session on the West Harrisville Road project followed by a regular meeting where the council heard public comment, approved minutes and appointments, received a police accreditation presentation, adopted a Healthy Utah strategy, heard a developer presentation on a proposed PID at Longmont Heights, and approved right-of-way compensation statements needed to begin acquisition negotiations for the West Harrisville project.
