A Utah Senate committee heard and recommended multiple bills and a resolution: HB296 (Water Commitment Amendments) allowing conservancy districts to include the Great Salt Lake in conservation plans; HB291 (Security and Land Restriction Amendments) tightening foreign-ownership thresholds; SR3 (animal sheltering during disasters) encouraging local disaster plans to consider household pets; HB314 (Firearm Purchase Amendments) removing a duplicate BCI form and extending dealer retention of background data; and HB214 (Firearms Liability Amendments) clarifying civil-liability standards for firearm manufacturers and sellers. Most items were recommended favorably, several by unanimous voice vote; two firearms-related bills passed with recorded 3–1 tallies.
