Mayor Sanchez called the special meeting to order at 10:03 a.m. and the clerk conducted roll call: Mayor Pro Tem Sanchez, Council members Dutton, Coops, Morse and Mayor Sanchez were present.
At a Feb. 17, 2026 special meeting the Bellflower City Council discussed two major items: (1) whether to pursue a parcel/ vacancy tax or to modernize the city’s business license (the council directed staff to prioritize a business-license update and to do a fee study and resident polling); and (2) rules for accepting cannabis conditional-use permit applications, including a one‑year guaranteed revenue deposit and a March application window — the council approved a resolution to accept/process cannabis CUP/CVP applications 5–0.
