Mayor Lesch called the meeting to order at 5:02 p.m.; the clerk performed roll call and confirmed a quorum (Aldermen Barrero, Garza, Maciacos, Nunez, Franco, Seville, Benuelos, Smith, Bugg, Bate, Larson, White and Mayor Lesch present).
The Aurora Committee of the Whole met Feb. 17, 2026. The meeting included a mayoral awards segment, a technical presentation on a lead corrosion-control plan that would add orthophosphate to the water system, a community presentation and extended public comment and council discussion about the Lincoln Prairie / Del Webb development (gates, easements, landscaping and HOA turnover), and a multi-program grants review (CDBG, HOME, HOME-ARP, opioid and Quality of Life grants). Several items were referred to consent or left unfinished for later consideration.
