Madam Chair opened the House Appropriations Committee and introduced Hardy Merrill, Deputy Commissioner of Finance and Management, who said he brought three topics for committee testimony: Emergency Rental Assistance Program (ERAP) closeout/reallocation, budgeted vacancy savings, and a proposed $15,000,000 use of the Higher Education Trust Fund for a university project.
The House Appropriations Committee heard testimony from Hardy Merrill, Deputy Commissioner of Finance and Management, on budgeted vacancy savings, closeout and reallocation options for Vermont Emergency Rental Assistance Program (ERAP) funds, and a proposed one-time $15,000,000 appropriation from the Higher Education Trust Fund to help complete a multipurpose center at the University of Vermont (UVM). Committee members asked for follow-up information and requested UVM be invited to make the case.
