Chair Silvina Brooks Powers called the hearing to order, explained the topic (programming to prevent recidivism, public health and safety, and related legislation) and announced invited agency witnesses and the bill under consideration (Intro. 246, sponsored by Council Member Hudson).
The New York City Council Committee on Criminal Justice held a hearing on programming to prevent recidivism, hear testimony from the Department of Correction, Department of Probation, Correctional Health Services and the mayor's office of criminal justice, and consider Intro. 246 on returning commissary funds to people upon release. Agency leaders outlined data on jail population and recidivism, plans to restore provider-run programming and expand transitional housing, and ongoing implementation gaps in education, 5-hour programming and reentry supports.
