West County Wastewater briefed the Hazardous Materials Commission operations committee on a proposed 0.6-mile pilot "living levee" on the North Richmond shoreline to protect a wastewater treatment plant from coastal flooding and to create wetland habitat; the committee also set logistics for a Sept. 11 public forum on hazardous-materials resources and outreach.
