Jacksonville City Council members debated a memorandum from the Office of General Counsel that concluded appointments to boards and commissions are executive in nature and therefore rest with the mayor; legislative counsel and deputies from OGC presented competing legal interpretations and options for council action, including passing the ordinance, seeking judicial review via a resolution, or pursuing a charter amendment.
