The Senate Transportation Committee held a public hearing on proposed changes to the DMV inspection manual and S.211, a bill to move Vermont vehicle safety and emissions inspections from annual to every two years. Lawmakers heard roughly two hours of testimony from motorists, mechanics, business owners and advocates presenting safety, affordability, environmental and fiscal arguments for and against the change.
