A Virginia legislative committee convened to consider a large slate of environmental, agriculture and animal-welfare bills, reporting most to the next stage and debating four topics at length: data-center water reporting, a ban on devocalization of dogs, PFAS limits and biosolids reporting, and a foreign-adversary agricultural land restriction. Several bills were reported, one was tabled and one was reported on a 10-9 vote.
