Committee chair Jen Dickey opened the meeting and conducted roll call of committee members and alternates, confirming who was present, who would join late (Seth Davis, Matt Lawrence), and noting alternates present (e.g., Dale Mared for Elena Ness). The ACUS Rulemaking Committee met to continue drafting recommendations on agencies' use of temporary rules, debated wording changes (e.g., "should" vs. "must"), internal procedures for submitting temporary rules to the Office of the Federal Register, and edits to the preamble and footnotes. After a public comment from the Institute for Policy Integrity, the committee voted by show of hands to approve sending the draft recommendation to the plenary with stylistic edits to follow.
