City of Gilroy staff presented a draft Civic Center Master Plan and its draft Environmental Impact Report, outlining plans to replace four downtown buildings (City Hall, the Annex, Wheeler Auditorium and the Senior Center) with a new city hall, multi‑generational center, recreation/aquatic center and civic park; staff flagged the loss of Wheeler Auditorium as the only significant and unavoidable impact in the draft EIR and outlined next steps including city council review and a potential 2028 ballot measure for funding.
