Chair Lt. Gov. Flanagan called the meeting to order, reviewed the agenda and led a roll call introducing board members including Dana Badgerow (public member), Dr. Kate Bean, Michael Bjornberg (architect, governor appointee), Hannah Hils (mayoral appointee), James McLean (governor appointee), Melanie McMahon (deputy director, Dept. of Planning and Economic Development, City of Saint Paul), Representatives Ginny Cleavorn and Isaac Schultz, Senator Carla Nelson, Senator Pappas, and others.
The Capitol Area Architectural and Planning Board approved a conditional use permit and minimum lot size variance for a six-person intensive residential treatment services facility at 615 Park after extended staff outreach and debate; the board also advanced rulemaking, opened a public comment period for an EMS line-of-duty memorial, recommended removal of the USS Ward gun from the Capitol Mall, received legislative funding updates, and accepted a member's forthcoming resignation.
