The Josephine County Board of Commissioners opened a public hearing on two annexation petitions to the Josephine County Community Library District; motions to approve each order failed for lack of a second. The board also heard more than a dozen public commenters on appointments, quorum and recall concerns, approved a consent calendar, and noted an update on the airport expansion.
