Council work session chair Selena Ruiz Gomez called the annual retreat to order at 8:30 a.m., explained the day's agenda (budget discussion, goal-setting) and logistics (lunch at noon, length of session) and introduced Mayor Heather Graham and staff for the budget presentation.
Mayor Heather Graham and city staff outlined a projected $1.2 million shortfall for Pueblos 2027 budget and recommended hiring freezes, reduced part-time/seasonal staffing and a voluntary separation program; councilors debated parks and recreation cuts and agreed not to cut seasonal parks hires at this time. The retreat also heard a review of a halted "Your Idea, Your Neighborhood" participatory-budget pilot and closed with goal-setting exercises.
