The Washington House debated and ultimately passed a substitute to Senate Bill 6346, a new income-tax package (often called the "millionaires tax") after nearly 24 hours of floor debate, dozens of amendment votes and roll-call tallies. Lawmakers argued over constitutionality, administrative costs, implementation staffing and protections for pensioners before the House approved final passage by a 51-46 margin.
