Mayor Franklin called the meeting to order, conducted roll call and led procedural announcements about public comment rules, speaker slips and Zoom participation. City Manager John Connolly reported no changes to the published agenda.
Vista City Council met March 10, 2026. The council presented a proclamation to Vista Unified Superintendent Dr. Matt Doyle, received a detailed Vista Fire Rescue vegetation-management briefing and Q&A about inspections, partnerships and a new student workforce pathway, heard public comment on logos, climate and insurance, approved recreation fee updates, ordered nuisance abatement at 165 Eucalyptus Avenue with potential demolition if not remedied, directed staff to pursue a draft ordinance limiting sale/distribution of small plastic beverage bottles at city facilities/events, and adopted a resolution urging state funding for Prop 36 implementation.
