The Environmental Services Commission heard a staff presentation on the planned solid waste contract procurement and unanimously concurred with the staff objectives, including keeping weekly collection and the embedded rate structure. Later the commission recommended Option B to expand the long-term utility bill assistance program to all low-income households at 50% AMI (reducing the bill credit from 70% to 50%) and to align short-term and solid-waste rebate eligibility; both recommendations passed 7-0.
