Rockwall City Council held a regular meeting Sept. 2, 2025, that included public hearings on a FY2026 budget and tax rate, a contested special-request for a manufactured-home replacement exception (denied), zoning text amendments to define garage orientations, several board appointments, an RCAD facilities resolution and an Adopt-an-Airport agreement with a high school robotics team. Council will take final budget/tax action Sept. 15, 2025.
