The Portland Board of Assessment Review on March 11 found it had jurisdiction, by a 3-0 vote, to hear Colleen Clark’s property tax abatement appeal for 461 Granite Street and heard the applicant’s presentation arguing the property was assessed at a higher ratio than comparable homes.
