The Minnesota House Energy, Finance and Policy Committee heard testimony on three bills: an interim-rate reform proposal to cap interim utility rate increases at 5%; a bill allowing utilities to build and recover costs for thermal energy networks; and a clarification to the certificate-of-need statute requiring regional demand forecasts for large oil pipelines. All three bills were laid over for possible inclusion.
