Billings City Council held a special work session to review draft land-use code changes required by a recent state law, including proposed housing incentives (duplexes, triplexes, setbacks, height limits), the public-notice and appeal process for aggrieved parties, an economic analysis projecting growth through 2045, and an introduction to the draft future land-use map. Council directed staff on several items, voted to remove one housing-incentive option, requested a flowchart of the appeal/notice process, and scheduled further review when the draft map is presented.
