Chairman Blackman opened the committee, called roll and read a prepared statement saying recent hearings of the Department of Child Safety (DCS) revealed systemic failures — including communication breakdowns, placement oversight gaps and delays in response — and announced a sustained oversight effort and legislation to improve transparency, oversight, kinship placement, group-home reforms, workforce support and accountability.
The Arizona House Committee on Government held a busy March 26, 2026 hearing that opened with a statement from Chairman Blackman on continued oversight of the Department of Child Safety and proceeded to consider and vote on more than a half-dozen bills, including measures on presidential electors, veterans park passes, misdemeanor expungement for trafficking survivors, public-records access, condominium assessment thresholds, and eligibility for public benefits.
