Planning staff and applicant outlined a proposal to create the East Bend Subdistrict in the downtown code to rezone roughly 47 acres on the East Bank for mixed-use development, with detailed design standards, a River Gateway supplemental policy that can allow up to 40 stories at one site with strict design criteria, and discussion of infrastructure, flood elevation, affordable housing incentives and financing tools.
