City engineers presented proposed upgrades to Library Park and the Veterans Monument — including adding monument columns, new benches, fencing, lighting, irrigation and playground changes — and asked the Arts & Beautification Board to rank optional enhancements so staff can take recommendations to council for budget authorization.
