San Diego City Council heard dozens of public speakers and approved a staff plan to start paid parking and annual/quarterly/monthly passes in Balboa Park (effective Jan. 5, 2026), adopted council budget priorities for FY27, and authorized issuance/refunding of sewer revenue bonds to fund utility capital projects including the Pure Water program.
