La Habra Heights Planning Commission reviewed a tree-replacement plan for a new residence at 1730 Canola Road and recommended the city council approve a revised landscape (option 2) with conditions; the commission also debated and forwarded recommendations to the city council on proposed changes to fencing standards, including limited allowances for solid front-yard walls via a minor-exception process.
