La Habra Heights City Council held a special meeting July 28, 2025, adopting its sixth-cycle housing element and advancing several infrastructure and policy items including a Measure W-funded stormwater demonstration project (to come back with agreements), a municipal signing-authority ordinance amendment (first-reading process to follow), and guardrail repairs; several items were continued for additional backup.
