Mayor Jooper called the meeting to order and the city clerk performed roll call, establishing a quorum. Council members named during roll call included Spencer, Popescu, Rigsby and Mayor Pro Tem Daly.
The Loma Linda City Council accepted certification of the "Loma Linda Essential City Services Measure" petition, voted to place the measure on the June 2, 2026 consolidated ballot and introduced an implementing ordinance on first reading. The council also approved a $50,000 supplemental appropriation to cover election/ROV costs after a lengthy public hearing in which an attorney for opponents argued the petition failed to meet Elections Code requirements and the city attorney defended substantial compliance.
