The Los Gatos Town Council held a special meeting and public hearing on a 450-unit mixed-use proposal for North 40 Phase 2 (including 77 deed‑restricted affordable units and a 100% affordable building proposed for Eden Housing). After more than five hours of staff presentations, developer testimony, hours of public comment and council questioning, the council approved the entitlements 3–2, adopting findings and conditions of approval.
