Mayor Javier Lopez called the meeting to order, city clerk performed roll call (Council Members Casey, Vieiraa, Otto; Vice Mayor Daniel A. Martinez; Mayor Javier Lopez present) and there was an invocation by a Tim from Big Valley Grace.
City Council met July 28, 2025, for a regular meeting that included a proclamation for National Health Center Week, multiple consent-calendar approvals, debate and approvals of several grant- and budget-related items, discussion and continuance of two public-safety ordinances (bingo rules and tobacco/smoke-shop permitting), consideration of a Valley Water Collaborative fill station to aid residents with nitrate-contaminated wells, and a contested admonishment item over use of the city logo.
