San Diego City Council held a long public hearing on a proposal to introduce paid parking across Balboa Park, heard more than 120 public commenters (many seniors, cultural organizations, and students), amended the staff proposal to add resident discounts and a delayed implementation tied to a resident/annual pass and passed the measure 6–2. The meeting also included an informational training on municipal bond disclosure responsibilities.
