Meeting five of the General Plan Advisory Committee (GPAC) reviewed draft land-use focus-area recommendations, heard staff and consultant analysis that argued for replacing mandatory ground-floor retail with 'horizontal mixed use' in most corridors, and recorded committee guidance and several show-of-hands decisions to take to the Planning Commission in May.
