Montclair City Council met for a regular session that combined holiday presentations and recognitions with substantive action on the city's newly adopted general plan and two implementing zoning ordinances. The council approved the ordinances after public comment and extended debate about drought-tolerant landscaping, street design and property-owner impacts, then handled consent items and set an adjourned meeting for Dec. 17.
