The City of Grass Valley Development Review Committee met March 10, 2026, and recommended that the Planning Commission approve three applications: a small recycling collection facility (minor development review 26 PLN-002), a sign exception for Sutton Cinemas (25 PLN-0042), and a 124-stall outdoor RV/boat storage yard (25 PLN-0041). Each approval carried site-specific conditions including a three-year temporary-restroom allowance for the recycling center, nighttime limits and no animated content for the cinema sign, and negotiation of a trail easement and screening measures for the storage yard.
