Chair called the meeting to order and staff (Parker) explained how members of the public can participate (in-person standing mics, Zoom/phone muting rules) and the "just cause" remote-attendance process for committee members.
The Neighborhood Capital Improvement Program (NCIP) committee met to review the first half of project nominations submitted by the July 31 deadline, heard public comment (notably strong support for a downtown library renovation), discussed whether to recommend redirecting 26/27 NCIP funds to the city general fund, and voted to recommend that staff ask city council to accept $3.5 million of FY26-27 NCIP funds to help close the city budget gap; the committee also agreed to continue deliberations about defunding inactive projects in January 2026.
