Chair Harris called the meeting to order, led the pledge of allegiance (Commissioner Langford led), and staff announced that all commissioners were present for the Sept. 4, 2025 meeting. The commission then moved to consent items.
The Newport Beach Planning Commission held a public hearing on Sept. 4, 2025, on the Snug Harbor Surf Park proposal at 3100 Irvine Avenue and voted to recommend that City Council certify the project EIR and approve a general plan amendment, site development review, conditional use permit and modification permit. The hearing featured a detailed staff presentation, an applicant presentation, more than 40 public commenters both for and against, concerns from tribal representatives and the Orange County Airport Land Use Commission, and a unanimous vote to forward a recommendation of approval to council.
