City of San Rafael Planning Commission reviewed the 2025 Housing Element Annual Progress Report, heard public comment urging faster permitting to move approved projects into construction, unanimously accepted the APR and directed staff to present it to the City Council; the commission also held a study session on minor General Plan and zoning-code amendments including a safety/resilience update to maintain disaster-aid eligibility and multiple clarifications to appeals and definitions.
