The board approved routine minutes and consent business, approved a second amendment to the King’s Landing development agreement (3–2), discussed a subordination and standstill agreement for Oaks at Moores Creek, and heard a detailed presentation on the Freebee transit expansion that reported a large ridership increase and proposed new rules to curb joyriding.
