The House Public Policy Committee held a hearing on House Bill 1038, a proposal to authorize a new state casino license for Allen County. Lawmakers heard roughly two dozen witnesses representing local governments, business groups, the gaming industry, horse racing interests and residents, who debated projected revenue, potential social harms and whether to relocate an existing license instead of creating a new one.
