Chair (Chairman Soliday) opened the hearing, reviewed decorum rules for public commenters, previewed that four bills would be considered and described the plan to take amendments first and possibly reconvene tomorrow if needed; thanked LSA staff for late-night amendment work.
The House Utilities, Energy and Telecommunications committee considered a package of energy-related bills, including performance-based rate-making for electric utilities, changes to siting/tax treatment for data centers and battery storage, and a bill to give the Department of Natural Resources primacy for certain carbon sequestration permits. Lawmakers debated amendments addressing consumer protections, billing, disconnection moratoria and local control; several bills advanced with amendments.
