The House Education committee reviewed draft 7.1 of a bill that would convert regional BOCES into statutorily required "seesaws," set governance and membership rules, require facilitators to staff study committees via a Vermont Learning Collaborative contract, and set timelines and minimums for study committee reports and state review.
