Loveland City Council heard more than 20 public commenters focused largely on calls for transparency and accountability in an investigation involving Councilor Erin Black, then took up downtown funding and the five-block "Heart Improvement" (Hip Streets) project, approving DDA contracts, the BID budget and a first-reading ordinance to finance downtown streetscape and utility work with certificates of participation.
